Selecting the Relationships folder will display the current Foreign Keys in the database. This list is a composite of all the FKs generated per table. You do not add Foreign Keys from this section. Visit the Tables folder to add Foreign Keys.

Right clicking on a listed key in the left pane will allow you to drop or modify an existing foreign key.
